Higher page rank is achieved by getting back links to your site, which make your site much more significant in the eyes of engines. This will in turn increase your traffic, which will broaden your general presence on the web. You can also find ways to generate back links by entering into agreements with other sites; you will add a link to their site on yours, and vice versa. In this way, both sites will benefit from being linked to one another, and both will increase their web presence.

Getting as many legitimate back links as you can will help your rankings tremendously, but beware of link farms. Avoid hugely massive sites that are composed of nothing but links, these are recognized as trying to “cheat” this system, and can actually hurt your rankings if a search engine catches you on one of these sites.
